You can set global and project permissions to define who can access and send requests to your service desks. Both Jira admins and project admins have a role to play in setting permissions:
Jira admins manage global customer permissions and decide how customers access the service desk. They can set permissions across all projects on a Jira Cloud site.
Project admins manage customer permissions for each project. They set access to:
who can view the portal
who can send requests to a service desk
who customers can share requests with
Project permissions depend on global permissions, which means you can have different customer permissions for a project depending on the people who need to access it.

If you're a Jira admin, you can view or change the global customer permissions for your site.
Project admins can view or change the customer permissions for their site.
