Plan individual capacity for your team
This feature is available on Premium and Enterprise plans.
Individual capacity planning allows you to allocate work to people across your entire site. By managing capacity at the site level, you can reallocate people to high-priority projects and epics across multiple Jira spaces to balance your team's workload.
How individual capacity planning works
The capacity plan lets you allocate work to people in hours, days, or percentages. Each plan is built around a standard 40-hour workweek, providing a consistent baseline for measuring availability and workload across your site.
You can view and manage your plan through two different views:
People: Focus on individual team members to see their total allocated work and remaining availability.
Work: Focus on specific projects or high-level work types like epics to see which team members are allocated and how much capacity is dedicated to that work.
Plan individual capacity in Jira
Capacity plans currently use a fixed 40-hour work week. Custom time-tracking or working-day settings are not yet reflected in these plans.
Set up your capacity plan
To set up an individual capacity plan:
Select Add to navigation () in your space’s navigation menu.
Select Capacity.
Select Add to navigation to keep the capacity plan visible in your horizontal navigation menu.
Select Add people to add someone to your capacity plan.
Select Add work to choose the work you want to allocate. You can add Jira work items as long as they are epic-level or higher in your work type hierarchy. You can also add Atlassian projects, or directly enter something you want to track like “Leave” or “Staff training”.
Select a cell in the weekly grid to allocate a person’s capacity to an epic or project. You can toggle between percentage, hours, and days.
Import allocations from a CSV
If you already track allocations in a spreadsheet, you can import them directly into Jira and add them to a capacity plan.
Start in a capacity plan, and make sure you’re on the People view (not the Work view).
If your plan is empty, select Upload CSV. If your plan already contains people and work, select More actions (), then select Upload CSV.
Upload your file containing people and their allocations.
Rovo will analyze the data and present suggestions.
You can accept or dismiss each suggestion individually, or select Accept all to load the data into your plan.
Use Rovo Skills to manage capacity
You can use the Manage Capacity Plan Rovo skill to update your plan using natural language:
Open Rovo Chat and enter
/manage-capacity-planTell Rovo what you want to update (for example, "Add me to this plan and assign me to Marketing Project for 100% over July").
Review the generated card and select Accept to apply the changes to your plan.
Bulk update work allocations
To quickly assign the same work to multiple people:
In the People view, select a work item.
Select Copy to.
Select the people you want to assign the work to.
Choose whether to include existing allocations in the copy.
You can also bulk allocate work from the work view:
In the Work view, select a person.
Select Copy to.
Select the specific work you want to allocate the person to.
Manage allocations
Edit in bulk: Use copy, paste, and auto-fill to manage multiple cells at once.
Reorder views: You can reorder the list of people or work items to structure the view as you wish.
Filter your view: Use filters to narrow down the capacity plan by person, work item, project, category, or status.
