You can copy plans in Jira from one instance to another with all Jira license. However, to access plans when the destination is on a Free or Standard license, you need to upgrade your license to Premium or Enterprise. When you copy plans from one cloud instance to another, new plans are not created in the destination. More about plans in Jira Premium
You've three options for copying plans. You can copy:
Option | Description |

Only Plans in Jira with selected projects | Only plans that associated to the projects you've chosen to copy. |
All Plans in Jira | All plans span multiple teams or your entire organization regardless of thier permissions |
Don't copy plans in Jira | None of the plans in Jira will be included |
If you copy plans in Jira, you need to copy board and filters.This ensures that your boards, filters, and plans all appear as expected since they are linked.
If a plan is already on the destination and you copy the same plan again, the plan will be merged with the existing one.
Trashed and archived plans are not copied.
When you copy a plan, scenarios, unsaved changes from the auto-scheduler, or saved views are not copied.
Some plans may be linked to other projects you haven’t selected. You can copy these plans now. If you want these additional projects linked to the plans at the destination when you copy them, you should select the option to copy all plans or plans associated with selected projects.
If you choose a team-managed project board as the source but do not select to copy the project associated with this board, then this team-managed project board will not be copied.
