Update app request settings
Prevent users from signing up for apps or revert back to the default setting that allows new apps.

By default, your users can sign up for their own Atlassian apps. While this is great for team growth, you may not want them to be able to start apps you don’t know about. If that’s the case, you can update your App request settings to prevent users from signing up for apps. This feature is only available on eligible app plans.

Why can users create apps when requests are required?
Even with app request settings turned on, your managed accounts may still be able to sign up for new apps
