We have different limits on how many sandboxes you can create for Enterprise and Premium plans.
For every Enterprise plan, you can create 10 sandboxes across your entire organization. How you use this limit depends on the number of production sites you have – you can create 10 sandboxes for a single production site or spread them across more sites.
In summary:
Jira Enterprise: 10 sandboxes in total
Jira Service Management Enterprise: 10 sandboxes in total
Confluence Enterprise: 10 sandboxes in total
A single production site (e.g. http://atlassian.net) can have a maximum of 10 different sandbox sites, for example:
atlassian.net → apps-atlassian.net (with a Jira sandbox)
atlassian.net → features-atlassian.net (with a Jira sandbox)
atlassian.net → migration-atlassian.net (with a Jira sandbox + Confluence sandbox)
We have this additional limit so that you try to combine multiple Enterprise products from the same production site (Jira, Confluence) under common sandbox sites, just like in their original setup. Dividing them into too many unnecessary sandbox sites could affect their performance.

Two production sites with a different set of sandboxes
If your total number of sandboxes per Enterprise plan is above the limit of 10 sandboxes introduced in this open Beta release:
20 or fewer sandboxes: Your sandboxes will remain unaffected, and you will enter a grace period during which your total limit will be set at 20 sandboxes. Prior to the conclusion of this grace period, you will receive advanced notice along with additional details.
More than 20 sandboxes: We won’t enable multiple sandboxes Beta for you. If you’d like to use multiple sandboxes, you need to reduce the number of sandboxes to 20 or fewer, and then reach out to our Support team.
You can create 1 sandbox for every Premium plan.
Here’s a summary:
Jira Premium: 1 sandbox, used for any of your production sites.
Jira Service Management Premium: 1 sandbox, used for any of your production sites.
Confluence Premium: 1 sandbox, used for any of your production sites.
A single production site (e.g. atlassian.net) can have only 1 corresponding sandbox site:
atlassian.net → sandbox-atlassian.net (Jira sandbox + Confluence sandbox)
If you have multiple Premium products on the same production site, you can combine their sandboxes under the same sandbox site, just like in their original setup. We have this additional limit, because dividing products into too many unnecessary sandbox sites could affect their performance.

Products on Free and Standard plans aren’t eligible for a sandbox. This changes previous rules where you could add a Free or Standard sandbox to an existing Enterprise sandbox site. For details, see the page below.
