Only customers with a Cloud Enterprise plan for Jira Software or Jira Service Management have access to Atlassian Analytics.
There are three permission levels for dashboards:
can view
can edit
can manage

If you have permission to view a dashboard and permission to query all the data sources used in a chart on that dashboard, you’ll see an Explore chart data option in the chart’s More actions () menu. You can’t save changes to the chart, but you can edit the chart and save a copy to a dashboard that you can edit or manage.
