To integrate Atlassian Cloud apps with the instances that stayed in your network, use application tunnels with tunneled app links. They let you connect to your network in a secure way, without needing to open your network for any incoming connections, which is required for regular app links.

Atlassian Government Cloud integrations
You can link instances within your Atlassian Government Cloud.
You can also link your Atlassian Government Cloud to Data Center instances that stayed in your network (both ways), however there are some differences:
Application tunnels are not available. Your instances will need direct access to each other.
You need to use the OAuth 2.0 application links instead of OAuth 1.0 ones.
