If you're an Enterprise admin, you’re automatically assigned an app admin role on admin.atlassian.com.
To manage your members and licenses on admin.atlassian.com, ask an organization admin to grant you the user access admin role.

To provide your users with a seat on your Trello Enterprise license, give your users access.
To make an Enterprise member a free user on Trello again, remove access from Trello on admin.atlassian.com. You’ll also be able to:
Remove access to a single app for groups of users.
Remove access to multiple apps for groups of users.
To prevent a user from accessing any Atlassian services, deactivate the user’s managed account.
To permanently delete a user from Atlassian, delete their account instead.
To update a user’s details, email address, and more, make changes to a managed user account.

If your organization uses API to automate certain functions, some of the APIs might not work anymore due to the ability to manage users in Atlassian Administration. Ask your developers to check the list to make sure your APIs are still supported.
Trello ワークスペース招待ワークフローの変更点
Enterprise users who have had their Enterprise app access removed (previously referred to as a deactivated user in Trello) will no longer be blocked from being invited to an Enterprise Workspace as a Member or Guest. If you would like to restrict who can invite non-Enterprise Members to a Enterprise Workspace, see Workspace Invite Restrictions.

Moving forward, you’ll no longer see the “Deactivated accounts” tab under “Account Administration”. Any Enterprise user who has had their Enterprise app access revoked will appear instead in the “Free managed accounts” tab.
