What are system flows in Atlassian Automation?
In Jira Cloud, some space templates come with automation flows already set up — these are called system flows. There are currently no system flows in Confluence.
System flows are only created when a Jira space is created; you can’t convert a regular flow into a system flow, or vice-versa. They also can’t be deleted, but they can be enabled and disabled in the flows list. To make this easier, you can use the System flows label on the flows list to quickly see your space’s system flows.
When system flows run, they don’t count towards your usage.

Add system flows to your Jira space
You can add these flows to your Jira space by following these steps:
Go to Space settings, then Automation
Select More actions (…), then Add system flows
However if your space wasn’t created using one of the space templates listed above, then you won’t have the option to add system flows.
Things to note about system flows
System flows can’t be modified: The steps within a system flow can be edited, but you can’t add or remove any steps. To modify the behaviour of a system flow, you’ll need to disable the flow, make a copy of it, and modify the new flow instead. However, if you do this, the new flow that you create will count towards your usage every time it runs.
System flows will always be created with a new space: If a space template includes system flows, then those flows will always be created when a new space is created — even if you stop space admins from creating automation flows.
