Migrate users and groups before other data
We recommend that you migrate users before Jira projects or Confluence spaces. This will make your future data migrations faster, and is especially important for large instances with more than 2,000 users.
When you later migrate data, we’ll link it to your users, keeping all the references, such as mentions, assignees, comments, and so on.
