How usage-based pricing works

Atlassian subscriptions use different billing models:

  • Usage-based pricing: You pay your subscription based on how much your organization uses certain features.

  • Per-user or tier-based pricing: You pay a fixed cost for your subscription based on your plan, number of users, or user tiers.

  • Hybrid pricing: This works as a pay-as-you-go model layered on top of per user/user tier pricing, allowing you to continue using metered features after reaching their usage limits. If your team exceeds these limits, you'll be charged extra based on the amount used. These charges are added to your regular subscription cost.

With usage-based pricing, your usage allowance is either included in your subscription or available through prepaid usage packs, depending on your meter. You only pay extra if your organization exceeds the allowance.

What’s a meter?

A meter is a mechanism for measuring the usage of specific features or services in an Atlassian app.

As part of your subscription, you’ll receive a predefined allowance for each applicable meter pooled at an organization level, which can be used without incurring extra charges.

For example, Bitbucket subscriptions include Git LFS, build minutes, package storage, and network traffic. Rovo includes Rovo credits. 

How billing works for a meter

By managing your allowance and limits at the organization level, you ensure your team has access to the features they need.

As part of your subscription, you get a set allowance. Your organization’s total allowance is the sum of all allowances for a specific meter across your subscriptions.

For example, if your organization has 10 Jira Standard users, your Rovo credits allowance is 250 credits per month (25 credits × 10 users). If you also have 10 Confluence Standard users, your organization’s total allowance is 500 Rovo credits per month.

If your organization is likely to exceed this allowance and extra usage is enabled, you’ll continue using metered features once you reach your included usage limit. Extra usage will be charged on your next invoice at the end of the billing period. Organization admins and billing admins will receive notifications as organizations near their limits. They may also set usage limits and have controls to adjust limits as needed.

If you need extra usage beyond your total allowance, you may also consider purchasing usage packs.

If you use all your allowance and don’t have extra usage enabled, wait for your usage to reset in your next billing cycle before continuing to use metered features.

How to view your usage

To view usage from Billing in Atlassian Administration:

  1. Go to Atlassian Administration, Select your organization if you have more than one.

  2. Select Billing from the left sidebar.

  3. From the Subscriptions list, select the meter.

  4. From the subscription details page, use the tabs to view details about app subscriptions contributing to your usage, linked subscriptions, and billing history.

As an organization admin, you can also view usage from Insights in Atlassian Administration:

  1. Go to Atlassian Administration. Select your organization if you have more than one.

  2. Select Insights, then Platform usage.

  3. From here, you can view a specific meter and its details.

What to expect if you go over your allowance

What happens when you exceed your credit allowance depends on your plan. Organization and billing admins set usage limits and can adjust them as needed.

When you reach your usage limit with extra usage enabled:

  • Organization and billing admins receive notifications at 80% and 100% usage.

  • Metered features continue to run without interruption.

  • Extra usage is charged on your next invoice at the end of the billing period.

Enable extra usage

Any usage beyond the total allowance is considered extra usage and will be charged on your next invoice at the end of the billing period.

To enable extra usage from Billing in Atlassian Administration:

  1. Go to Atlassian Administration, Select your organization if you have more than one.

  2. Select Billing from the left sidebar.

  3. From the Subscriptions list, select the meter.

  4. From the dropdown next to Get more usage, select Enable extra usage.

Payment details are required to enable extra usage for the first time, so make sure you have that information handy. Organization admins and billing admins can enable extra usage when a payment method is available. If no payment details are provided at the time of purchase, billing admins must enter them.

For most customers, extra usage is billed monthly.

Alternatively, organization admins can also enable extra usage from Insights in Atlassian Administration:

  1. Go to Atlassian Administration. Select your organization if you have more than one.

  2. Select Insights, then Platform usage.

  3. Select the meter.

  4. From the dropdown next to Get more usage, select Enable extra usage

After you enable extra usage, you may set a monthly limit to control your spend after this step.

Purchase usage packs

Some features may be limited until your allowance refreshes.

You can increase your total allowance by purchasing a usage pack.

To buy a usage pack from Billing in Atlassian Administration:

  1. Go to Atlassian Administration. Select your organization if you have more than one.

  2. Select Billing

  3. From the Subscriptions list, select the meter.

  4. From the dropdown next to Get more usage, select Buy pack.

  5. Select the additional allowance and proceed.

  6. Select Confirm.

Keep your payment details handy to make the purchase.

Organization admins can buy usage packs from Insights in Atlassian Administration:

  1. Go to Atlassian Administration. Select your organization if you have more than one.

  2. Select Insights, then Platform usage.

  3. Select the meter.

  4. From the dropdown next to Get more usage, select Buy pack.

  5. Select the additional allowance and proceed.

  6. Select Confirm.

Your allowance resets at the start of each monthly billing cycle.

System limits on usage

All usage of Atlassian products must comply with our Acceptable Use Policy. Atlassian also applies platform-level system limits per meter as a technical ceiling on usage to protect customers in our multi-tenant environment.

System limits apply to every organization, regardless of plan or admin-configured settings, and are designed to be well above typical usage levels. If your organization reaches a system limit, extra usage is paused until the next allowance period or until additional allowances are purchased. System limits are separate from billing and do not affect your pricing or allowances.
