Usage charges and billing
For some of your subscriptions, you only have a cost per user/user tier. For others, you have a cost per user as well as costs related to usage. For those subscriptions that have both, you’ll have usage types with certain usage amounts that you’ll be charged extra for if you, or any users, go over.
This means you’re charged based on the amount of each usage type that’s used, rather than just the subscription price per user. As part of your subscription, you receive a set amount of each usage type. Some subscriptions come with an included quantity of each applicable usage type (e.g. Bitbucket) per site. Others come with an allowance of each usage type per user (e.g. Rovo Dev).
Your bill (invoice) is made up of the cost per user, plus any extra usage charges. If you use anything over your included quantity, or users of your subscription use anything over their allowance, extra usage charges are added to your next invoice.
What’s the difference between included quantity and allowance?
An included quantity is a total quantity of each usage type that’s applicable at a subscription level, which is available to all users and doesn’t have to be used equally by each user. If a subscription has an allowance instead, that means it has a set amount of each usage type that’s available per user.
The following Atlassian apps and add-ons include billable items based on usage:
Atlassian Bitbucket
Jira Service Management Assets and Virtual Agents
What’s a usage type?
It’s a particular offering or service included in a subscription. As part of your subscription, you’ll receive a pre-defined amount of each applicable usage type — which can be used without incurring extra charges. For example, Atlassian Bitbucket subscriptions include Git LFS (Large File Storage) and build minutes, and Atlassian Rovo Dev includes Rovo Dev credits.
The usage types included in each subscription vary from app to app. For Bitbucket, your included quantity for each usage type depends on what plan you’re on. For Rovo Dev Standard, the allowance per user is always 2,000 Rovo Dev credits per month.
What happens when more than the included quantity or allowance is used?
If you’re on a Standard or Premium plan and the usage during the month exceeds the included quantity or allowance per user for any of your usage types, extra charges will be added to your next invoice at the end of the billing period.
Organization and billing admins can view usage, a breakdown of any extra charges, and the next bill estimate on the subscription details page from their site’s Administration. If you’re on a Free plan or trial, you can only use up to the included quantity or allowance per user for your subscription. If you want to be able to use extra on Bitbucket Free, you’ll need to upgrade the plan.

For Rovo Dev subscriptions, organization admins are able to set extra usage limits to control spending. More about usage limits in Rovo Dev
Billing example
As an example, you have an Atlassian Bitbucket Standard subscription with 15 users priced at USD 5 per user, per month. Included in your subscription is 5 GB of Git LFS storage. A couple of weeks into your billing cycle, you use up your included quantity of Git LFS storage and use an extra 50 GB. A week later, you use another 50 GB.
Extra storage usage is priced, for example, at USD 10 per additional 100 GB per month. Your next bill estimate will be:
Your base Standard subscription charge: USD 75
Your total extra usage charges: USD 10
Your total bill estimate: USD 85
