Resend invites shows a lock icon in admin.atlassian.com

Summary
As a User Access Admin role, you are unable to resend invites to users as the option is greyed out and showing a lock icon, as seen in the screenshot:
Environment
admin.atlassian.com and associated cloud apps, including:
Jira and Jira Service Management Cloud
Confluence Cloud
Bitbucket Cloud
User Access Admins don't manage Organization access
The gray lock is expected behavior. The user access admin role is meant to manage a user's access to cloud apps (Jira, Confluence, etc), but not manage users on an organizational level. Once a user has received an invite to an app, they are automatically included in the Organization. The gray lock on the Resend invites button relates to the Organization, not to the app itself.
In summary, the system will not verify which app each user has been invited to. So, to avoid user access admins resending invites for products they don't control, the system will lock the resend invite functionality for this role.
Organization admins can resend invites
You will need to get the Organization Admin role assigned to your user in order to be able to resend invites. Please refer to Give users admin permissions for full instructions.
