Unable to migrate Jira cloud to cloud with no available sites for selection

Summary

The following article provides guidance on how to enable or list the destination cloud side in the site selection dropdown list during the "Connect to Cloud" step of the migration plan creation.

Overview

To migrate data from one Jira cloud site to another, you need to start by connecting to your destination cloud site. At the "Select Site" stage, you may encounter an issue where the site selection dropdown list is disabled and shows no sites. In such cases, an error message will be displayed below the dropdown list.

There are no other sites within the current organization, or you don’t have the right admin access.

This issue occurs when:

  • the source and destination sites are in different organizations, or

  • the administrator attempting to migrate Jira projects is not an org admin on both the source and target organizations of the source and target sites.

Note that site admin privileges may be distinct from organization admin privileges.

Additionally, the field will be disabled for sites that have only Jira Service Management licensed. At present, cloud-to-cloud migration for Jira Service Management (JSM) projects is not supported. Diagnosis

  1. Go to https://admin.atlassian.com/ for an overview of sites to which you have administrative access.

  2. The screenshot above shows mysourcesite.atlassian.net belongs to an organization named "Source organization", while the logged-in user has:

    • organizational admin rights to "Source organization"

    • site admin rights to "mytargetsite.atlassian.net", but no org admin rights, as denoted by the missing grey org box, and mytargetsite being listed under the heading "Products" and not "Organizations".

Solution

  1. From admin.atlassian.com, click on the site name. In the example above, this is "mytargetsite", next to the star.

  2. "Users" under User Management should be selected in the left menu selection screen.

  3. Click the dropdown for "Any role", and change the selection to "Site admins".

  4. Once the list is filtered, the screen should show a short list of users who are site admins. Typically org admins are also site admins.

  5. Contact the current organization admins to grant org admin rights to the Jira administrator performing the migration. Please refer to Give users admin permissions for more details.

    • Here, Dinesh and Isabella, as site admins, should contact Nate, Olive, or Victor to extend organization administration privileges on the target org. This is done by adding Dinesh and Isabella to the appropriate group that confers org admin privileges. Refer to the documentation Make someone an organization admin
