The toolchain section uses the account that has currently logged into Jira with Bitbucket, If the account emails are different on Jira and Bitbucket then if the user doesn't have access to the Bitbucket workspace, we propagate the user permissions of the Jira account when validating the Bitbucket workspace access

Add the Jira user as a collaborator or a member on the Bitbucket workspace and then try the request again.
