Apps and features settings are missing for admins in personal workspace

Summary
When multiple administrators are collaborating in a personal workspace, other admins who are not the owners of the personal workspace will not be able to access the personal workspace OAuth consumers under the "Apps and Features" settings. It is only visible to the owner of the personal workspace.

Cause
For a personal workspace, unlike team/shared workspaces which can be managed by multiple administrators and fully access the settings, personal workspace settings can only be fully managed by the owner of the personal workspace.
This is why some settings in the personal workspace including the OAuth consumers setting are only visible to the actual owner of the workspace.
Solution
We can move all the repositories to a team/shared workspace. We also do not recommend using the personal workspace for team collaboration.
If for some reason the personal workspace is being used by a larger team, we highly recommend moving to a team/shared workspace.
You can follow the steps below:
Create a new team workspace (If you haven't created one yet)
Transfer repositories from the personal workspace to the newly created workspace one by one - Transfer repository ownership
(If your personal workspace is on paid plan - e.g. Standard or Premium) Downgrade your personal workspace plan from a paid plan to a Free one and upgrade your newly created team workspace to your desired paid plan (Standard/Premium). This is for you to avoid being charged twice
Lastly, create user groups in your team workspace and invite users to give access - Organize groups for your repositories
