Summary
When trying to run the Jira Cloud Migration Assistant (JCMA) to migrate from Server to Cloud, the migration plan fails and the following message appears stating there are no project roles assigned to the project:

The project being migrated does not have any project roles associated with it.
Solution
You need to assign at least one project role per project:
Click on the cogwheel icon.
Go to Projects.
Click on each project's name to go into the project settings screen.
Click on View project roles.
Assign at least one user/role on each project role setting:
Repeat steps 1-5 for all other projects that didn't pass the JCMA pre-check.
Retry the migration.
