Uploading avatar gives error '...is too big'. 'The maximum allowed upload size is...'

Summary
Symptoms
When trying to upload an avatar user is constantly presented with error 'xxx...is too big'. 'The maximum allowed upload size is...'. This happens regardless of the file size. If you openthe developer console you can see various javascript errors relating to the avatar picker.
Diagnosis
Occurs on both chrome/firefox
Cause
Third party plugin. I have yet to identify which plugin causes this issue.
Solution
Resolution
Enable safe mode so all user installed plugins are disabled. Disable each one step by step to identify which one is causing the issue.
