Unable to create a new project of type 'Top-level planning'

Summary
Unable to create new projects using template top-level planning with the error: "Project not created For some reason the magic didn't happen. Click Create to try again."
Cause
The error message can be triggered when an issue type named Initiative is associated with the hierarchy level 1.
Solution
Add initiative level in the issue-level hierarchy and ensure you have an issue type associated with Level 2.
