Server fails to start with exception java.net.SocketException: Permission denied

Symptoms
JIRA fails to start, even if the listen ports are available.
The following appears in the atlassian-jira.log

SEVERE: StandardServer.await: create[localhost:8080]:
java.net.SocketException: Permission denied: listen failed
Cause
It appears that in some specific environments, you need to set a JVM flag to specify that you are using the IPV4 Protocol.
Resolution
Edit JIRA's startup properties (See: Setting Properties and Options on Startup)
Add:
-Djava.net.preferIPv4Stack=true
Start JIRA.
