Grant permission to CSV bulk import for non-adminstrators in Jira Cloud

Platform Notice: Cloud Only - This article only applies to Atlassian products on the cloud platform.

Summary

The ability to import Jira work items from CSV is not tied exclusively to Jira Administration access. The two necessary permissions are:

  • The "Create work items" project permission

    • This allows users to create new issues within a specific project

    • If a user can't create work in a project, they can't import work to it either

  • The "Make bulk changes" Global Permission

    • This allows users to use the bulk edit option in the work navigator

    • This permission is also necessary for the CSV import via the work navigator

Note: The “External System Import," found in Jira's System settings is restricted to Administrators only. This is an alternative import method with additional features.

Solution

Import work from CSV for non-administrators

Once both above permissions are granted, perform a search for any work items in Jira. This brings you to the work navigator view.

Select ... (More options) > Import issues from CSV

The import issues from CSV option is highlighted on the Jira search results page.

Feature Request for a unique permission

Currently, Jira doesn't have separate permissions for CSV import abilities. Please refer to the feature request covering this: JRACLOUD-75027:Ability to control the bulk change action and csv import permission separately.
