Pages go hidden or blank after adding an Announcement Banner in Jira Server

Summary
Most JIRA pages will go blank and it will make using JIRA not possible. The dashboard will look like the following screenshot
Cause
The root cause of the problem is due to placing certain tags un-closed in the Announcement Banner, which in turns cause most of JIRA not to be rendered. This will include the Administration panel, so the Administrator cannot fix the problem via JIRA UI.
An open HTML comment (i.e, <!–) can also cause this problem.
Resolution
Please see Remove the Jira Data Center announcement banner through the database for steps to remove the banner via the database.
