Jira software configurations page is a blank screen or doesn’t load

Summary
You may encounter an issue where the Jira Software configuration page does not load and instead remains stuck on a blank or continuously loading screen. This can occur even for users with full site administrator permissions, and may persist across different browsers and devices.
In many cases, the issue is not related to recent configuration changes. Standard troubleshooting steps such as clearing cache, using incognito mode, or switching browsers may not resolve the problem.
Solution
Ensure your site includes a Jira license
To access Jira Software configuration settings, ensure that Jira Software is installed on your site:
Navigate to Admin → Billing → Manage Subscriptions
Select Add Jira Software
Once the product is added, the relevant configuration pages will become accessible.
If your site only has a Jira Service Management (JSM) license and Jira Software is not installed, navigating to Settings → Products will redirect to the JSM configuration area. Since the system cannot locate Jira Software-specific settings, the page may appear blank or fail to load properly.
This behavior has been confirmed by replicating the scenario in test environments—with one instance running only JSM and another with both JSM and Jira Software. The issue was observed only in the instance where Jira Software was not present.
