'java.lang.NoClassDefFoundError' when starting JIRA

Symptoms
The following error appears in the atlassian-jira.log
when starting JIRA:

java.lang.NoClassDefFoundError:com/atlassian/jira/issue/search/parameters/lucene/SingleFieldMultiValueLuceneParameter
Cause
Unzipping JIRA installer ZIP in Windows XP is broken
