"Import Issues from CSV" option is missing from Issues menu in Jira

Summary
The direct option to open the Bulk Create Setup page is missing from Jira's top navigation. Issues -> Import Issues from CSV is missing.
Solution
Update jira.bulk.create.max.issues.per.import
Go to Jira Administration → General configuration → Advanced Settings
Check value for jira.bulk.create.max.issues.per.import key
If this value is set to zero (0), bulk import will be disabled
Set this key to your desired number
250 is the default value included with Jira
Refresh the page and click on Issues to see the missing option of "Import Issues from CSV" is available now. No need to restart Jira!

The below permissions are required to create issues in bulk using a comma-separated value (CSV) file
