How to disable Pin comments option from comment section

Note that this KB was created for the Data Center version of the product. Summary
Pin comment is a feature that allows you to pin your important comments in the Comments tab. This feature was introduced with Jira Software 9.7.0, more details can be found in this KB article Pin a comment
Pin Comment
To pin comments on issues, you need to have the Edit Issue permission.
Open the issue, Select Pin at the bottom of the comment to display it above all other comments.
After you pin a comment, it’ll appear in the Pinned comments section at the top of the Comments tab. The All Comments section contains all issue comments, including pinned ones.
You can unpin, edit, and delete a pinned comment either in the Pinned comments or All comments section. You can also change the restrictions of pinned comments, making them visible only to particular groups of users.

This feature is only available for Jira Software Projects and not for JSM projects.
If you want to hide this feature from the Comments section, kindly refer to the workaround section below

Environment
Jira Data Center 9.7.0 or later.
Workaround
This can be done by adding the dark feature, steps are as follows:
Refer to How to manage dark features in Jira and disable this feature
Feature flag name: com.atlassian.jira.pin.comments
Navigate to <BASE_URL>/secure/admin/SiteDarkFeatures!default.jspa
Entercom.atlassian.jira.pin.comments.disabled in the Enable dark feature section.
Click on Add.
