How to Disable the Help Button in Jira Data Center globally

Note that this KB was created for the Data Center version of the product. Data Center KBs for non-Data-Center-specific features may also work for Server versions of the product, however they have not been tested. Support for Server* products ended on February 15th 2024. Solution
To disable, you need to:
Go to Administration ⚙ > Manage Apps > Manage Apps
Change the filter to show All apps
Look for the Atlassian Jira - Plugins - Header Plugin
Expand the entry itself and the list of modules
Look for the Help Menu Panel and disable it
The changes will take immediate effect
