How the JIRA Software Retrospective time pop-up works

Summary
User sometimes see the Retrospective time!” pop-up, but sometimes don't when they have completed a sprint. This article describes how it works.
Solution
The popup will show 5 times for a user, and this is stored locally (in the browser storage) so if the same user works on another computer or browser then they may see the popup again.
As it's a modal dialogue, that opens within the same window / tab, pop-up blockers should not block it.
It will only appear if there is an Application Link configured with Confluence.
