Github PR status not updated in Jira development panel

Summary

GitHub PR is merged, however, on Jira the PR shows as Open.

Cause

• When a PR is updated in Github, Jira does not receive the event.

• Duplicate commits with the same name and files.

• Permission issues with OAuth when the PR was updated.

Solution

• If there is a large set of PR status that were not updated in Jira we can run the backfill process.

• If there are only a couple of PR's that are not updated, we can manually update the PR on GitHub.
