Error "Sorry, you can't view this page" while accessing Development settings Page

Summary
When a user with the project role Administrators and project permissionView Development Tools clicks on the link in the Development field description (Navigate to Project Settings > Request Management > Request Types > Click Issue View of respective Request Type, click on go to Development settings under Development field description), it navigates to Development settings page and then Project Admin receives the following error:Sorry, you can't view this page
Cause
Jira Software Product is not added to the Cloud Instance.
Solution
To configure Development Settings, Jira Software product must be added to the Cloud Instance. Once Jira Software product is added, the Development settings page will work as expected.
