Epics are missing in Epic panel on Team managed project board

Summary
When viewing the Epic Panel on a team-managed software project board, not all epics in the project are displayed.
Diagnosis
You've already confirmed that the Epic Panel in the Backlog displays all the Epics in the Project. The Epics are only missing on the Board view.
Note: This is expected behaviour, not a defect or data loss. Your Epics are safe and still present in the project — the Board simply applies a display rule that the Backlog does not. See the Cause section below for why.
Cause
An Epic appears on the Board's Epic panel only if at least one of its child work items is already displayed on the Board.
Newly created issues land in the Backlog of a Team-managed project board regardless of their status, so a brand-new Epic's children start in the Backlog (and the Epic therefore does not yet appear on the Board's Epic panel).
Solution
To view your Epics on the Epic panel of the board, ensure that the Epics:
Have child work items associated AND
At least one of the child work items (for each epic) is available on the Board
You can achieve this by dragging and dropping the child work items from the Backlog to the Board.
