Email templates configuration missing from administration

Note that this KB was created for the Data Center version of the product. Summary
You notice that the Email Templates page is missing from the administration section in Jira.
Environment
This knowledge base article applies to Jira Software 9.0+ and Jira Service Management 5.0+.
Diagnosis
When you navigate to Administration → System you notice that the Email Templates option is missing from the left menu.
Cause
It is likely that the property com.atlassian.jira.email.templates.readFromJiraHome is set to false in jira-features.properties. This file is located in Jira-install/atlassian-jira/WEB-INF/classes.
Solution
Edit jira-features.properties and set the com.atlassian.jira.email.templates.readFromJiraHome to true:
