Download and Close buttons missing on Attachment preview in Jira

Summary
Resolve issue of missing Download and Close buttons on attachment previews in Jira Data Center.
Environment
Jira Software 8.x.x and above.
Diagnosis
The black bar on top of the screen when previewing an attachment does not display the icons to download or close the attachment.
Cause
In several scenarios, this behavior was detected after upgrading the plugin Tempo Timesheets to version 16.2.0.
Solution
The issue is caused by a third-party plugin from Tempo Software, so to avoid the issue, it is recommended to disable this app or downgrade it to its previous version 16.1.0 where the issue is not reproducible.
