Date Picker when logging work shows invalid date

Symptoms
Date Picker when logging work shows invalid date
Environment
Jira Data Center on any version
Cause
The date and date/time formatters have been modified but not the javascript formatters
Resolution
Update the date and date/time formatters to match the javascript formatters
