Diagnosis
The user is a JIRA Administrator (or has permissions to create projects), however they have not been granted Browse Projects Permissions in the default permission scheme.
Cause
The permission error indicates that the JIRA Administrator has created projects, but does not have permissions to see them.
The project name or project key duplication error may also occur if an attempt is made to create another project as one that has already been created although the Administrator is unable to see it and is not aware of its existence.
Workaround
If this is a problem to see this message then you can grant the Browse Projects permission to the affected user in the default permission scheme to avoid seeing this.
Resolution
This warning message does not pose a problem.
