Configuring OAuth throws "An application link from the remote application to this application is required to configure this authentication provider" error

Summary

Symptoms

Configuring "Outgoing Authentication" on an application link using OAuth throws the following error:

(Auto-migrated image: description temporarily unavailable)

This error message is thrown even though the other application really does have a link to JIRA.

Diagnosis

In browser's console, there is error 400 (Bad Request)

Cause

The root cause is unknown. However, this could be due to IIS configuration.

Resolution

Refer to troubleshooting methods in Troubleshooting HTTP 400 Errors in IIS or contact Microsoft Support if you are using IIS as your web server.
