Edit option not selectable during Jira bulk change with permission error

Summary
In the bulk editor, the Edit option is not selectable. Next to Edit, an error message reads:
"NOTE: You do not have permission to edit the selected 154 issues or at least one issue has a status that forbids editing."
Reopen or exclude any Closed issues
If closed issues are included in the bulk change list, they may not be editable in Jira. This will prevent you from editing any of the issues you've selected for the bulk change. To correct this, choose an option:
Reopen the closed issues one by one
Exclude them from the search filter before beginning the bulk change
Check for hidden child issues configured with Issue Security
If there are one or more child issues associated that aren't visible during the bulk edit, they may have an Issue Security level set that's preventing edits.
Retry your issue search to isolate any child issue types
Confirm whether any issue security exists for them
Adjust the security levels, or gain access to the security levels to be able to edit the issues
Confirm which workflows are in use based on issue types
Edits may be prevented when issues use workflows that are too disparate for Jira to reconcile. For example, Story issues might use Workflow A while Bugs use Workflow B. If these workflows have different transitions or contain specific conditions or validators that might not be met as a part of the bulk edit, Jira will prevent Edit from being selected.
If your bulk change includes more than one issue type, check the workflows each type uses to find any validators, conditions, or transitions that are preventing the Edit action.
