Blank screen after first step in CSV Import

Note that this KB was created for the Data Center version of the product. Symptoms
After clicking 'Next', you will be redirected to a blank page. Besides, the following WARN appears in the atlassian-jira.log:

The Base URL is not set correctly.
Resolution
Update the Base URL in Administration >> System >> General Configuration.
