This issue is caused by the 3rd party app Encryption Plugin as we can see classes from the c.d.j.plugin.license.LicenseChecker package in the stack trace.
This plugin encrypts all of your attachments in Jira and if there is some license issue with the plugin the attachments are shown as locks.
Solution
Please fix the license issue and if the issue persists reach out to the plugin vendor Adaptavist.
