With all the above configurations, the user is still receiving email notifications.
Solution
The emails being sent are due to the configuration made in Process Steps. To disable the email notification for the Process step, follow the below steps.
Open the details of the Process Flow that relates to your work item.
Click the Process Steps Tab
Locate the line for the step that is alerting.
Instead of clicking the email icon, click the # icon that is at the very right end of the process step row

This will open the Responsibility Assignment Matrix
Under each of the 4 sections (Responsible, Accountable, Consulted, Informed) check to see if there are any assignments set that are either for the specific user that is getting the alerts OR for a Team/Role that the affected user belongs to (Note: configured assignments show up directly under the 3 choice boxes that are present in each section)

To stop the alerts, the assignments will need to be removed (or if a Team/Role assignment is in place, the user will need to move out of those teams or Roles.
