No option to create a Capability from main Create button in Jira Align

Summary

The user is unable to see the Capability work item from the “Create” buttons in the main menu.

Environment

Diagnosis

The user enabled the Solution layer for a specific Portfolio however the user doesn't see the option to create the work item (a Capability) in the main Create button.

Solution

Even though the Solution Layer is enabled for a specific Portfolio, if the Administration setting under Platform > Solution tab > Enable Capability Solution is set to NO, then the user will not see the 'Capability' option offered on any menu or from the main 'Create' button.
