How to populate the data for the Investment vs Spend Report under Portfolio in Jira Align

Summary
The report "Investment vs Spend" contains three graphs: PI Funding, PI Estimated Spend, and PI Accepted Spend. In some scenarios, one or more of these graphs isn't populated with entries. This article explains the essential steps to populate all the graphs.

Pre-requisites:
A PI must exist in the Portfolio, and be tied to a program.
PIs selected in the report must have funding allocated to them through the PI Funding field.
Themes must be created, tied to the PI, and have investment guardrails setup.
Epics must be created and tied to Themes and the PI.
Features must be created and tied to Epics and the PI.
Stories, with effort points, must be created and tied to Features.
At least one sprint must be completed with completed story points for at least one team.
Team members must be assigned to the completed sprint(s) and have allocations set for the sprint(s).
The Team's Burn Hours field must be set to indicate the average daily hours a team member commits to task and story work.
An hourly rate must exist. Depending on the Costing Method portfolio setting(under Settings> Platform), either:
A blended rate is entered on the PI's Details panel.
Cost centre rate, which is determined by the cost centres assigned to team members.

Navigate to Portfolio > choose the Portfolio & PI > Reports > Investment vs Spend Report
If the Themes don't have Funding values, ensure to set them via the Set theme guardrails button.


It is best to wait at least 24 hours to see if the data gets populated for all the charts, as the values are baselined only once a day.
For Kanban teams, anchor sprints created within a PI are used as the window of time to generate Team Cost per Sprint.
At the completion of each sprint, the Team Cost per Sprint will be baselined (stored). For both Agile and Kanban team types, this will happen at 11:59 PM on the end date of an anchor sprint.
If any data is still missing, the Spend per Point Report under the Portfolio level can be leveraged to troubleshoot. You can enable this report under Jira Align Settings > Roles > Choose a Jira Align Role > Additional Options > Reports.
