Fix access issues for stalled action items in Jira Align Program Tracking

Summary

When accessing the Program Tracking report, the Stalled Action Items section fails to open due to a lack of permissions.

Issue reproduction steps

1. Under Jira Align Settings, go to Roles.

2. In the Jira Align Roles section, select the role that has the user for whom the issue needs to be replicated.

3. Expand Additional Options > Reports and disable the toggle for Action Items Report.

4. Try accessing the stalled action items section under the report; it will fail to access due to permission issues.

Updating role settings

1. Go to Roles.

2. From the Role dropdown, look for the role that the affected user is a part of.

3. Go to Additional Options > Reports section.

4. Enable "Action Items Report" toggle.

5. Save the changes.

6. The "Stalled Action Items" under the Program Tracking report can now be accessed.
