Is the XML format for the import/export files (which also contains the configuration) documented?
Not as such - it is an XML version of the underlying entity model, pulled out of the database. As a result it is always changing with new fields and entities being added. The entity model itself is defined in $JIRA_INSTALL/ WEB-INF/classes/entitymodel.xml
