'Unable to parse shares.' Error Thrown When Creating a Filter

症状
When a user try to create a filter, an error will be displayed at the screen stating Unable to parse shares, as shown in the screenshot below:
Also, an error will reported in jira logs:

原因
An incompatible JIRA Database Values Plugin is installed.
