問題
It is not possible to delete any user from the delegated ( Internal with LDAP authentication ) directory as the option is not present.
原因
The new feature "Update User attributes on Login" prevents users to be modified in JIRA
ソリューション
Disable the Update User attributes on Login feature from the directory configuration.
