Unable to connect to Oracle database when starting

Note that this KB was created for the Data Center version of the product. Symptoms
When using Oracle, Fisheye/Crucible fails to start. The following appears in the atlassian-fisheye-YYYY-MM-DD.log:

Oracle's database listener is not running.
Resolution
Start Oracle's database listener and restart Fisheye/Crucible.
