Repository Scan Interrupted - Exceeded Number of Allowed Committers

Symptoms

While indexing in Fisheye, the repository scan is interrupted with the following error in the logs:

Cause

Fisheye is using a Starter License and the repository has exceeded the 10 committers limit.
