Error Creating Review: At least one revision being added must be a textual change

Symptoms
Error when attempting to create a review:

java.lang.IllegalArgumentException - At least one revision being added must be a textual change
Cause
Crucible normally rejects changes which do not have line count values from reviews.
Workaround
Set the system property crucible.detect.metadata.revision.changes to false. The following page describes the ways in which you can set the system properties:
