Cyrillic encoding on Fisheye/Crucible on Windows

Note that this KB was created for the Data Center version of the product. Data Center KBs for non-Data-Center-specific features may also work for Server versions of the product, however they have not been tested. Support for Server* products ended on February 15th 2024. *Except Fisheye and Crucible
If you need to display Russian characters on Fisheye/Crucible and it's showing "?????", please follow these steps:
Stop your Fisheye instance
Create a environment variable called FISHEYE_OPTS with a value "-Dfile.encoding=UTF-8" without the quotes.
Start your Fisheye instance again.
Upon making the changes, check and verify if the changes is being reflected at Administration > Sys Info/Support > System Info. The arguments can be checked under "JVM Input Arguments"
